I’ve checked this set on original NIR site and I saw:
problem on their side
The set on the NIR site has only 102 pics, but cover said 109
Just a bug.

Actually I downloaded the file several times from both the servers and the file contains only 102 pictures (in addition to the cover).
Hence, I thought it correct to inform you about the problem.

You are mistaken.
Look on the cover. Look on set’s name (or description).
How many photos? 109. How many photos you’ve unzipped from archive? 109 too.
So files names might be various. Isn’t it?
